What is the Colts' plan as the rest of the AFC South improves?

The Houston Texans, Jacksonville Jaguars and Tennessee Titans have all had big offseasons.

The lone AFC South team that has not made a substantial move to improve their roster thus far has been the Indianapolis Colts.

The Colts have missed the playoffs each of the last three seasons and gone just 22-28-1 during the span. The Titans (2021), Jaguars (2022) and Texans (2023), meanwhile, have each captured the division crown during the last three years.

As The 33rd Team's Ari Meirov points out, the only moves the Colts have made this offseason include signing 39-year-old quarterback Joe Flacco and defensive lineman Raekwon Davis.

Flacco is a former Super Bowl MVP with 245 regular-season passing touchdowns. He stunned the NFL by leading the Cleveland Browns to the playoffs and winning the AP Comeback Player of the Year Award.

The veteran isn't going to Indianapolis for the starting QB job. The Colts already have 2023 fourth overall pick Anthony Richardson — recovering from shoulder surgery — as their starter under center.

The Miami Dolphins selected Davis 56th overall in the 2020 NFL Draft, but the Alabama product hasn't quite lived up to the hype across his four-year career.

The 26-year-old posted career highs in quarterback hits (six) and tackles for loss (two) in 2023 but had just 15 solo tackles and 0.5 sacks. Davis has registered 59 solo tackles, 10 quarterback hits, five tackles for loss and 2.0 sacks in 63 regular season games (48 starts).

In addition to the limited newcomers, Indianapolis has seen running back Zack Moss and Pro Bowl quarterback Gardner Minshew II depart in free agency.

The Colts could still make some moves later in the offseason and via the upcoming NFL Draft but so far, the rest of their division has been crushing them in roster improvement.
